  Established under the approval of the MOST in 1992, Anhui Provincial Productivity Promotion Center is an advisory service of science and technologies, subordinated to Anhui Provincial Department of Science and Technology. By implementing governmental decisions and accumulating the strengths of the society, it provides SMEs with diversified services, including information, technologies and training, in a bid to improve the technological innovation capacity and market competition capacity of SMEs. Since its establishment, the promotion center has achieved great results in every aspect of work and construction of the institution. To date, it has become an important component of scientific and technological service system in the province. In 2000, the MOST awarded it as a State-level Model PPC. Structure: 1. Informatization Technological Consultative Service Center for Manufacturing Industry: It consists of Expert Office of Informatization for Manufacturing Industry, Service Team, and Consumer Association. It is mainly responsible for providing enterprises with the following services: analysis and authentication of feasibility programs of informatization  technology application in manufacturing industry, pattern selection of software and hardware platforms, technological consultation, personnel training, project implementation, and secondary development of software. 2. Project Consultation Service Dept.: It mainly provides professional advisory services to technological-oriented SMEs in applying for various projects. 3. Enterprise Consultation Diagnosis Training Dept.: Applying technological advantages of science and technology institutions and closely uniting with universities, scientific research institutes and famous experts home and abroad, it is mainly engaged in consultation of ISO9000 quality management system and ISO14000 environmental management system authentication; enterprise image planning; enterprise diagnosis; and human resources management. 4. General Office: It is responsible for handling administrative affairs of the center; publishing periodically in-house literature of Anhui Productivity and White Papers of Manufacturing Industry Informatization; and constructing gate web station of the center, and arranging intermediate services of technological achievements. 5. Engineering Drawing Sheet Processing Office: It has the engineering drawing sheet processing system, which relieves most SMEs off the dilemma that they do not have the capacity of keeping their manually produced drawing sheets in computers or electronically processing their traditional drawing sheets. The office is now open to the society. Under the guide and support of the MOST and the Provincial Department of Science and Technology, the center undertook the project of Anhui CAD applied technology engineering development and application model in 1997, a key state-level technology development project in the Ninth Five Year Plan period. With this project, it succeeded in building up a characteristic service system with CAD technology promotion and application as breakthrough. So far, the project has been checked and accepted by the MOST and has passed provincial examination, leading the country in the aspects of promotion and application. Among the enterprises receiving informatization technological services in the manufacturing industry, twenty model enterprises have been awarded by the MOST as advanced units in CAD technology application in the country. And in the '99 China CAD Technology Application Exposition, the first of its kind in the country, and the '99 China Patent Technologies and Achievements Trade Fair, the center won the honors of Best Participant Unit, Best Exposition Arrangement, and Best Organizer. The center is the first in Anhui Province to introduce the philosophy of plotting enterprise images, the first to introduce CI concept to managers and plant directors. So far, it has invited for many times famous Chinese and foreign management experts to make on-the-spot lectures, diagnosis and training programs for SMEs. And these measures are helpful to assist enterprises to harmonize relations among all parts in enterprise internal management, introduce new and high technologies, so as to have a better understanding of development targets, improve enterprise images. All these are well received and highly evaluated by enterprises. The center is entitled to construct a network system for PPCs in the province. Through making guidance, inspection, researches, statistics and business coordination over the works of newly established productivity centers, it intensifies information exchange, advantage complementation and resources participation among all local centers, it forcibly accelerates the paces of technological development and economic boom in the province.
