  22 Officially established in March 1997, Anshan Municapal Productivity Promotion Center is a government-sponsored institution with incorporated enterprise status. It has total assets of 35.85 million yuan, over 40,000 m2 of floor space, and 12,000 m2 of building area. The headquarters and affiliated departments have 58 staff members, in which 53 have received college education or above. The center has eight branches (bases) providing characteristic services to small and medium sized enterprises (SMEs), including the Steel Rolling Technology Software Center, Biological Technology Test Center, and Skim Sheet Processing Center. They are mainly engaged in the businesses of acting as intermediate among scientific and technological research institutions, colleges and universities, and enterprises, and introducing technologies and cultivating projects for the development of local new and high-tech industries. The Anshan Municipal Government has always paid high attention to the operation of the center. And this is shown in part by the fact that the post of director of the center was originally acted by the director of the municipal commission of science and technology and now is held concurrently by the deputy secretary general of the municipal government. 22First, the center has exerted all its efforts to enliven state-owned enterprises (SOEs) in the city through providing technological services. And in this process, sufficient attention has been given to the overall economic situation of the city, with priority stick to the key points of economic work in the city and the principles of "two highs and one deep". In the past three years, it has successively enlivened over 30 SOEs, contributing to the causes of reforming and saving SOEs out of mires. 22Second, the center has been playing a role of bridge in the combination of science & technology with economy. On this basis, it further serves as a "catalyst" and "binder". By adopting the methods of "getting involved in the early stage, undertaking ventures, cooperating in development, and sharing economic benefits", the center cooperates with governmental organs, production enterprises, and research institutions to mutually cultivate new and high-tech projects with great potentials, ultimately stimulating the growth of Hi-Tech industries in the city. To cope with the requirements of industrial structural readjustment in the city, the center has either taken the lead, participated, invested or entrusted other units to establish a dozen of scientific and technological bases, trial sites, or achievements transformation centers in the Hi-Tech industries, a priority in the city, over the past four years. And in recent three years, it has succeeded in cultivated for Anshan city a group of projects and established the framework of the new industrial sectors of environmental protection and new materials. 22 Third, the center positively supports and serves non-governmental enterprises. Aside from the services of ordinary consultation, diagnosis, guidance, and coordination, it has adopted the methods of equity participation management and mortgage loans to directly cultivate and support over 20 non-governmental technological enterprises in the past three years, stipulating them fast economic growth.
