 222鄂尔多斯市生产力促进中心自1999年7月成立以来，紧紧围绕创新产业化的总体目标，以背靠政府、面向市场、服务社会的指导方针，积极为企业提供全方位、多功能的科技综合服务，促进企业技术创新，推动本市经济和社会的全面进步。 一、加快生产力促进中心工作体系建设。为进一步贯彻中共中央、国务院《关于加速科学技术进步的决定》中提出的“要建立健全为中小企业提供技术、信息服务的生产力促进中心等服务机构”的精神，全市八个旗、区在既体现为企业技术创新服务、又符合改革精神的原则指导下，全部组建了生产力促进中心，并开展了工作。 二、建立科技信息网络及开发利用信息资源。在各级科委的支持下，鄂尔多斯市生产力促进中心实现了国际互联网联接，同时申请了国内域名。建立了鄂尔多斯科技信息网页。逐步实现了与国家、自治区、旗区科技信息网、生产力信息网联网。 信息资源的开发利用是信息服务的关键所在。为充实中心的信息资源，更好地服务于经济建设，组织收集295家企业基本情况及产品数据上网，以提升企业的知名度和拓宽产品市场，组织技术咨询专家80多名，为中心开展技术咨询和论证建立了技术依据；充分利用网上信息资源创办《科技与生产力》，提高了中小企业的信息意识、创新意识，也为经营管理、科学决策者提供了信息依据。 三、积极开展面对企业和市场的服务。一是组织科技考察，为各级领导提供考察学习的机会。先后组织多批次赴美、西欧、港、澳和先进发达地区考察学习；二是组织企业上千人次参加科技部、自治区生产力促进中心，鄂尔多斯市生产力促进中心举办的科技创新等各种培训班；培育科技型企业20家，协助企业申报国家、自治区创新基金、风险基金、合作基金，提供ISO9000质量体系认证咨询，开展工业设计及企业诊断等服务。 四、加快基础设施建设和营造创新环境。中心现拥有楼高十层，占地面积750m2，总面积7500m2，总投资2000多万元的鄂尔多斯科技大厦暨科技会展中心。楼内设有创业园、企业孵化器、先进科技信息网络服务中心、常设技术市场、高新技术产品展销展示厅、多功能会议厅及办公场所、电子信息商城，是鄂尔多斯市的标志性建筑和内蒙古西部最为齐全的科技综合服务经营基地。形成集科技信息咨询、技术咨询、中介服务、网络服务、科研开发、培训为一体的有活力、有动力、有实力的一站式综合服务中心。 |

Establishing scientific and technological information network and developing and applying information resources. Under the support of the science and technology commission in all levels, the center connected with Internet and applied for popularizing these enterprises and expanding product markets. It organizes over 80 technological advisory experts, facilitating the technological consultation and authentication business. And it appeals to network information resources to publish the magazine of Science and Technology and Productivity, upgrading the information senses and innovation senses of SMEs, as well as providing information basis supporting business management and making scientific decisions. 22 3. Positively launching market and enterprise oriented services. The center organizes scientific and technological inspection tours to provide senior officials and top executives with opportunities of inspection and improvement. So far, it has organized a number such projects to the United States, West Europe, Hong Kong, Macao and advanced areas in the country. In addition, it arranges over 1,000 personnel participating in various technological innovation training courses sponsored by the MOST, the Regional PPC and Erdos PPC. It has cultivated over 20 scientific and technological oriented enterprises, assisted enterprises to apply for national and regional innovation funds, venture funds, and cooperation funds, provided ISO9000 quality system authentication consultation, and launched industrial designing and enterprise diagnosis services. 22 4. Accelerating infrastructure construction and creating environments for innovation. The center now has a ten-floor office building, with a ground area of 750m2 and a total floor space of 7,500 m2, and the Erdos Technology Mansion, which also contains the Scientific and Technological Exhibition Hall, built under a total investment of 20 million yuan. The mansion has the business establishment zone, enterprise incubator, advanced scientific and technological information network service center, permanent technological market, Hi-Tech product exhibition hall, multi-function meeting halls and office rooms, and electronic information commercial center. It is the symbolic building of Erdos City and the most complete scientific and technological comprehensive service base in western Inner Mongolia. It has now been built into a most energetic, dynamic and powerful comprehensive service center with the capacities of scientific and technological information consultation, technological consultation, intermediate service, network service, technological development and professional training.
