  22 Established in 1998 and listed as a State-level Model PPC in 2000 by MOST, Heilongjiang Provincial Productivity Promotion Center bears the missions of providing enterprises, especially SMEs, multi-layered and diversified information service and technological support service, in a bid to promote their technological innovation capability and market competitive edge. The center has operational units as follows: Strategic Research Center, Advisory Service Center, Information Processing Center, Information Retrieval Center, Film and TV Program Production Center, and Personnel Training Center. The center adheres to the principles of winning full support from the government, taking the enterprises as the orientation, uniting social scientific and technological powers, and providing bio-directional services. In the spirit of "innovative, diligent, practical and efficient", it strives to set up an information bridge between enterprises and scientific and technological circles, enterprises and the government, and enterprises and the market. It aims to play a prominent role in accelerating transforming technological results into practical productive forces and improving innovation capacities of enterprises.
 22Under great care and support from leaders at all levels, the center has been unceasingly strengthening self-construction to improve its service capacity, quality and standard. The center enjoys rich information resource, modernized service means, and a large group of scientific and technological professionals that are proficient in businesses and innovation spirits. To date, it has realized online retrieval service connection with counterparts in developed countries, including the United States, Japan, and Europe. It has also established close relations with research institutions and collages and universities home and abroad. It has organized a team of high standard experts in all major disciplines. With its rich technical strength, it provides first class services for the economic boom of the province. At present, the center mainly provides a series of services to governmental organs, scientific and research institutions, and enterprises, including comprehensive market information, enterprise development planning, new technology introduction, new product evaluation, enterprise diagnosis, policy research and evaluation, management consultation, and quality improvement, enterprise name brand strategy planning, and various personnel training. The center has won multiple awards at the provincial and ministerial levels for a large number of scientific and technological projects it undertook, including the Heilongjiang Provincial Scientific and Technological Development Program in the Tenth Five Year Plan period. And it is particularly well received by the government and enterprises for its efforts in the field of technological innovation services, including new product evaluation, enterprise diagnosis, scientific and technological exchanging, and enterprise development planning.
