	22 Established in 1997, Jinzhou Municipal Productivity Promotion Center has nine subordinate divisions, which are General Management Dept., Information Engineering Dept., Scientific and Technological Evaluation Dept., Personnel Training Dept., Innovation Consultative Dept., Intellectual Property Rights Dept., Technological Transaction Dept., International Cooperation Dept., and Jinzhou CAD Application and Development Center. To date, it has 38 staff members, including 2 with Ph.D. degree, 4 professors and 11 senior engineers. It has powerful capacity for technological innovation and popularization. Main Achievements 左图为: 第五届中国北方农业新品种、新技术展览会 the Fifth North China Agriculture Sales Exhibition of New Breeds and Technology 22Since its establishment in 1997, Jinzhou Municipal PPC has organized and implemented the CAD technology application model project, cultivated 20 model enterprises of CAD technological application, and trained 2,000 technical personnel for enterprises. To carry out the strategy of "invigorating agriculture by applying science and technology", the center succeeded in holding the 5th session of North China Agricultural New Varieties and New Technology Exhibition from February 20 to 22, 2001, which attracted over 250,000 visitors. To accelerate transforming technological achievements and patent technologies into actual productive forces, the center undertook to hold the technological cooperation and patent trade fair on September 5, 2001, inviting 417 projects on exhibition and realizing 200 million yuan worth contracts. To deepen the reform of scientific and technological planning and management system, and to promote the efficiency of applying scientific and technological funds, the center made an evaluation of key scientific and technological planning projects in May 2001, which were presented by many enterprises in the city. In conclusion, ever since its establishment, the center bears an aim of promoting the technological innovation capacity of SMEs, improving qualities of working staff of enterprises, and providing socialized services. For this purpose, it has launched multiple scientific and technological services, including information service, consultative diagnosis, and personnel training, which succeeded in speeding up technological progress of enterprises and intensifying technological innovation capacity and market competitive capacity of enterprises.
