222机械工业生产力促进中心（以下简称“机械中心”）是原国家科委批准成立的行业性科技服务机构。其宗旨是“背靠政府，依托科技，服务于机械工业企业”。中心1997年被原国家科委首批命名为国家级示范生产力促进中心。
222机械中心拥有雄厚的行业信息资源和人才资源。国内29个全国性和行业性学会、协会和标准委员会，以及ISO、IEC的13个TC/SC（技术委员会/分技术委员会）文件表决处理及国内技术归口机构设在本中心。机械中心现有各类专业技术人员200余人。主要业务包括：标准化管理与咨询服务，标准信息与培训服务，标准文献服务，基础与通用标准制修订与CAD应用，机械产品与工程车辆检测，管理体系认证与产品认证，行业发展决策服务，技术档案服务，制造业信息化服务等工作。我们不仅能提供信息、咨询、培训等方面的单项服务，帮助企业从开发单一产品到成套技术改造在内的全程服务；而且还具备为企业提供机械产品检测、管理体系认证和信息化建设等方面服务的能力。
222几年来，我们紧紧围绕产品：开发—检测—认证、技术：开发—转让—推广、管理：培训—企业诊断—体系认证、标准：制修订—出版发行—信息服务四方面形成了较强的服务能力，并不断、适时地推出新的服务项目，培育新的经济增长点。例如，我们开发了“机械设计与制造通用技术支持系统”现已投放市场，成为制造业企业的好帮手。我们利用自身熟悉标准化的优势，参照国外经验，研究开发的《企业物品识别与检索系统》，可提高企业现有物品的管理透明度和重复应用次数，从而达到压缩物种，缩短制造周期和控制成本的目的。我们在开展一般的企业标准化服务的基础上，还协助企业建立专用的《机械工业标准全文检索系统》，即根据企业提供的基本情况，为其提供其所需用的国家标准、行业标准、企业标准的全文数据库和调用该数据库的操作系统和检索系统。从而提高企业标准文献的利用率，最大限度地满足不同部门和个人对查询标准的需要，提高工作效率、节省工作时间，使企业的标准文献管理水平上一个台阶。在服务规模上，机械中心直接服务的企业3000余家/年，其中长年接受标准化跟踪服务的企业就超过2000家。2000年，
222机械中心完成服务项目769项，实现服务收入2934万元。
机械中心愿与全国各个生产力促进中心合作，竭力为企业提供一流的技术支持与服务。

22The Productivity Promotion
Center of Machinery Industry is an industrial scientific and technological
service institution established under the approval of the former
State Science and Technology Commission(SSTC). It bears the principle
of winning full support from the government, applying science and
technology to serve the mechanical industrial enterprises. In 1997,
the former SSTC awarded it among the first group of State-Level
Model PPC in the country.

22The center enjoys rich industrial information resources
and personnel resources. It has altogether 29 national and
industrial societies, associations and standard commissions
under it, in addition to 13 TC/SC document processing agencies
of ISO and IEC, and some other domestic technological institutions.
So far,the center has over 200 staff members, with a wide
business scope, covering the fields of standardization management
and advisory service, standard information and training services,
standard document service, basic and eneral standard revisions
and CAD application, mechanical products and engineering vehicle

system authentication and product authentication, industrial
development decision making service, technological file service,
and manufacturing industrial informatization service. The
center is not only able to provide single services on information,
consultation and training, but also whole range services starting
from assisting enterprises to develop single products to complete
sets of technological reform. And the center has the capacity
of providing enterprises with services of machinery product
inspection, management system authentication, and informatization
construction.
22In recent years,
the center focuses on the four aspects of products (development-examination-authentication),
technology (development-transfer-promotion), management (training-enterprise
diagnosis-system authentication), and standards (establishment
and revision-publishing-information service) to cultivate
strong service capacities. It continuously pushes forward
new service items to cultivate new economic growth point.
For instance, it developed the "machinery design and
manufacturing general technology supporting system",
which has been put into the market and become an ideal assistant
to manufacturing enterprises. The center takes the advantage
of its familiarity with standardization, and refers to overseas
experiences, to develop the Enterprise Commodity Recognition
and Search System, which help to promote the transparency
of managing existing commodities in enterprises and applying
more frequently these commodities. And this leads to the results
of reducing commodity reserves, shortening production circles,
and control production costs. On the basis of opening common
enterprise standardization services, the center assists enterprises
to build up special-purpose Machinery Industrial Standard
Text Search System, which is in effect to provide enterprises,
according to their basic conditions, with text database of
the state standards, industrial standards and enterprise standards
they need the most, and the operation system and search system
for visiting and applying the databases. And this will upgrade
the application rate of enterprise standard documents, satisfy
to the largest extent demands of various departments and individuals
on standard consultation, improve work efficiency and save
time, so as to promote the standard document management upon
a more advanced level. In terms of business scales, the center
directly serves over 3,000 enterprises each year, including
2,000 permanent client enterprises. In 2000, it completed
769 service projects, with an annual service income of 29.34
million yuan.

to working with all PPCs in the country to provide first class
technological support and services to enterprises. |
