 222 吉林省生产力促进中心成立于1997年，是受科技部高新司指导和吉林省科技厅领导的，不以营利为目的社会化技术创新中介服务机构，2000年1月被科技部认定为国家级示范生产力促进中心。现有在职员工27人，设有信息咨询部、技术市场部、开发推广部、财务部和办公室5个部门，办公面积为500平方米，拥有先进的计算机网络、办公自动化和多媒体电化教学设施。 “中心”坚持“背靠政府、面向市场、依托科技、强化自身、双向服务”的原则，通过有效地整合社会科技服务资源，为中小企业增强技术创新能力，提升市场竞争力提供多元化、综合性、深层次的中介服务，它是市场经济条件下政府推动企业技术进步，促进生产力发展的得力助手，是国家技术创新体系的重要组成部分。其服务内容包括：信息服务、人才培训、技术中介、成果转化、共性技术支持、咨询诊断、质量提升、工业设计、企业CI策划和国际合作等。  2221997年10月9日 中心举行成立揭牌仪式。吉林省科委曲逸绪主任、国家科委石定环司长为中心揭牌。 2221998年3月 成为中国生产力信息网（PPnet）区域服务中心之一 2221999年3月 31日 协助吉林省科委召开首届“全省生产力促进中心工作会议”，极大地推动了我省生产力促进中心的组织管理、信息网络、专家技术服务和技术开发示范四个系统的建设。 2222000年1月6日 被科技部认定为第二批国家级示范生产力促进中心。 2222000年4月5-9日 组织133个高新技术项目，组成科技分团随吉林省政府代表团参加“2000年中国东西部合作与投资贸易洽谈会”，成交额人民币5.85亿元，其中签定合同3项，金额4.7亿元。 2222000年6月14-20日 组织17个优秀科技项目参加科技部在香港举办的“2000年中国生产力高新技术展览会”，与香港生产力促进局就工商资讯领域合作签定了协议。 2222000年12月1-15日 中心组织省内13名生产力促进中心负责人参加在美国举办的“科技中介服务与企业技术创新研讨班”，并与美国西亚斯集团公司达成了合作协议。 2222001年8月 聘请专家积极开展ISO9001质量体系认证咨询，举办2000版ISO9001标准内审员培训班。 2222001年9月5日 中心因在2000年度对全省30个生产力促进中心开展统计工作成绩优异，被中国生产力促进中心协会发文表彰。 2222001年11月 中心所属的吉林省技术交易市场共中介技术合同88项，实现技术交易额550万元，利税40余万元。 |

  22 Established in 1997, Jilin Provincial Productivity Promotion Center is a socialized technological innovation intermediate service institution, which does not take economic benefits as the orientation. It is directed by the Hi-Tech Department of MOST and subordinated to the Jilin Provincial Department of Science and Technology (JDST). In January 2000, it was awarded by MOST as a State-level Model PPC. At present, it has 27 staff members, five operation units, which are the information consultation dept., technological marketing dept., development and promotion dept., financing dept., and general office. It also has a total of 500 m2 office building, which is equipped with advanced computer networks, automated office environment, and multi-media audio-visual education facilities. 22 The center sticks to the principles of winning full support from the government, taking the market as the orientation, relying on science and technology, intensifying self capacity, and providing bi-directional services. Through effectively integrating social scientific and technological service resources, it provides diversified, comprehensive and deep-layered intermediate services, in a bid to improve technological innovation capacities of SMEs and sharpen their competitive edges in the market. It is now widely recognized as an effective assistant of the government to accelerate enterprise technological progress and productivity development under the current socialist market economy, as well as an important component of the national technology innovation system. It is capable of providing the following services: information service, personnel training, technological intermediate service, technological achievement transformation, general technology support, consultation and diagnoses, quality improvement, industrial design, enterprise CI planning, and international cooperation.  ◆ October 9, 1997 Launching inauguration ceremony. Qu Yixu, director of JDST, and Shi Dinghuan, Secretary general of MOST, raised the curtain at the ceremony. ◆ March, 1998 Becoming a regional service center of PPNET. ◆ March 31, 1999 Assisting JDST to hold the 1st session of Jilin PPC working Conference, which greatly accelerated the construction of its four systems for organization and management, information network, expert technological service, and technological development and demonstration. ◆ January 6, 2000 Listed by MOST as State-level Model PPC. ◆ April 5-9, 2000 Organizing the Science & Technology Branch of Jilin Provincial Government Delegation to attend the 2000 China East-West Cooperation and Investment Trade Fair, with 133 hi-tech projects, which realized a total of 585 million yuan transaction value, including 3 signed agreements worth 470 million yuan. ◆ June 14-20, 2000 Organizing 17 excellent technological projects to participate in 2000 China Productivity Hi-Tech Exhibition, held by CAPPC in Hong Kong. It signed agreements with Hong Kong PPC for cooperation in the field of industrial and commercial information. ◆ December 1-15, 2000 Organizing 13 directors from PPCs in the province to participate in the Symposium of Technological Intermediate Service and Enterprise Technological Innovation, held in the United States. And it signed a cooperation agreement with Sias Group Inc. ◆ August, 2001 Inviting experts to launch ISO9001 quality system authentication consultation service, and holding inner assessor training course on ISO9001: 2000 Version. ◆ September 5, 2001 Commended by CAPPC for excellent performances in statistics collection over 30 PPCs in Jilin Province . ◆ November, 2001 Jilin Technology Exchange Market, subordinated to the center, realized intermediate services of 88 technological contracts, with combined turnover of 5.5 million yuan and taxes of 400,000 yuan.
