222“中心”成立于1992年12月18日。地处环境优美、交通便利、政策宽松的沈阳南湖科技开发区。“中心”系统现有员工58人,具有高级职称的6人,中级职称的30人,初级职称的16人。90%以上具有大专学历,具有研究生学历3人。拥有近7000平米的办公楼,配备齐全的现代化办公设备,并已实现网络化办公。 定位:新思维的拓荒者、传播者,价值和绩效的推动者 使命:提升品质·创造价值·追求卓越 理念:关心企业·关心辽宁经济·关心明天 扮演的三重角色: 一是心灵革命的火种,以燃烧自己牺牲奉献的精神,使中小企业吸纳新思维、新理念、新事物,为企业导入新技术、新方法创造一个生根的环境; 二是成为提高中小企业竞争优势的催化剂; 三是孕育国际级管理技术专家的摇篮。
机构设置:
222“中心”实行主任负责制。下设后勤保障组、教育训练组、企业辅导组、信息资讯组和产业服务组五个部门。 “中心”主任是高级工程师英杰同志。领导班子由正、副主任和主任助理三人组成,负责“中心”发展规划的研究制定、年度计划的决定、审议和组织实施工作。 后勤保障组:负责制定内部有关管理规章制度、建立健全运行机制,负责行政执行“中心”的检查、协调、监督和反馈,文书处理、档案管理、人事、劳资、财务、后勤保障、办公设备等具体服务工作,与内外各有关部门的联络与协调。 教育训练组:进行技术、经济、经营管理等启发新知与培育精英的培训与交流,负责企业功能、潜能开发组织运作等方面的培训。 企业辅导组:进行远景规划、产业分析、企业诊断、品质提升辅导和推广。 信息资讯组:进行信息资讯和网络服务为核心的电子化服务,以及相关技术的应用与推广工作。 产业服务组:组织科技攻关、科技开发;参与新成果的转化、经营、推广;引进、消化、创新,使其专精,创办经济实体进行国内外贸易交流等。
管理机制:
222“中心”以国家扶植为辅,自我发展为主。实行精干、高效、创新、奉献、独立核算、自主经营、自负盈亏、自我发展、自我约束的全新的运行机制。
主要业绩:
2221.三级网络体系建设,运行质量有了显著提升 八年来建立健全省、市、县(区)各级生产力促进中心32家,2000年全部实现统计快报、年报微机化管理。 2.精品服务项目,已成为产业化运作支柱项目 经过一年的市场化运作,“中心”接洽企业顾问案26个,其中辅导企业11家;合同金额800万元,已付款到帐面金额113万元。 教育训练举办公开讲座12次,内训13次,听课总人数4000人次,基本覆盖辽宁地区14个城市,公开课收入58万元。 3.常规服务项目,向市场化运作转变 4.较好地完成省科技厅委托专项任务 5.对外交流与合作工作有了新的发展 在保持与法国、香港、台湾等机构合作交流的同时,又拓展了与新加坡、英国等公司合作,开展科技交流、贸易等活动。 6.狠抓自身建设,提升市场运作的驾驭能力。领导率先垂范,组织员工多次内训,员工基本达到了会电脑,懂外语的业务专长,适应了生产力事业发展的需要。

22 Under the direct leadership of Liaoning Provincial Department of Science and Technology and instruction of the MOST, Liaoning Productivity Promotion Center is a science and technology service institution that does not have economic benefits as the orientation. It fully applies its own advantages and integrates the available social resources to promote overall upgrade of qualities of SMEs, create values and sharpen their competitive edge, so as to maintain sustainable development of the enterprises and contribute to the management creation, technological innovation and establishment of thorough new enterprise cultures in the province.
22 Established on Dec. 18 1992, the center is located in Shenyang South Lake Scientific and Technological Development Zone, featuring excellent environment, convenient transportation and loose policy .
22 circumstances. So far, the center has 58 staff members, including six with senior professional technical titles, 30 intermediate technical titles and 16 elementary technical titles. Over 90% of the staff have received college education or above, and 3 person have master degrees. It has a building office with 7,000 m2 of floor space, equipped with complete sets of modern office facilities and network-backed office operation.

22 Three roles First, kindling of revolution of souls. Bear the devotional spirits of sacrificing itself to introduce SMEs to adopt new modes of thinking, new philosophies and new objects, and to create an environment facilitating enterprises to introduce new technologies and new methods. Second, be an activator to upgrade competitive edges of SMEs. Third, be a cradle to cultivate internationally advanced management technological experts.
Structural establishment
22 The center implements the director responsible system. It has five subordinate divisions in charge of logistics, educational training, enterprise remedial instruction, information service, and industrial service.
22 Logistics support division: It is responsible for drafting interior management rules and regulations, establishing and improving operational mechanism, presiding over the inspection, coordination, supervision, and feedback of the performances of the administrative body, as well as document treatment, file management, personnel administration, laborer wages, finance, logistics support, office necessities and other concrete services. It is also in charge of communications and coordination with other divisions.
22 Educational training division: It is responsible for holding training and exchange programs for technological, economic and business operational management that illumine new perceptions and cultivate talents. It is also entrusted to arrange training programs in the aspects of enterprise performances, potential development, and organization and operation.
22 Enterprise remedial instruction division: It is responsible for instruction and promotion of long-range planning, industrial analysis, enterprise diagnosis, and quality improvement.
22 Information service division: It is engaged in electronic services focusing on information and network services, and application and promotion of related technologies.
22 Industrial service division: It is responsible for organizing projects that tackle technological problems, and make technological developments. It also participates in transforming, managing and promoting new research achievements; introducing and assimilating new achievements for innovation; and creating economic entities for economic exchange home and abroad.
Management mechanism
The center adopts the mode of mainly relying on itself for development, while striving for support from the government. Now it implements the completely new operational mechanism, featuring small numbers, high efficiency, innovation, devotion, independent accoutability, autonomous management, financially independent, independent development, and self-discipline.

22 1. It builds up a three-level network system, remarkably promoting operational quality. In the past eight years, it has established and improved 32 PPCs at the provincial, municipal and county (district) levels. In 2000, it realized computer management for statistics flash reports and annual reports.
22 2. Choice service projects have become pillar items of industrialized operation. After one year market-oriented operation, the center has received 26 enterprise customers for advisory services, in which 11 has been instructed. The contracts are worth eight million yuan, with 1.13 million yuan paid to the center. It has arranged 12 opened lectures and 13 internal lectures, with a combined 4,000 attendants, covering 14 cities in the province, and creating an income of 580,000 yuan.
22 3. The ordinary services are transformed to market-oriented operation.
22 4. It has satisfactorily accomplished tasks assigned by the provincial Department of Science and Technology.
22 5. It has realized new breakthroughs in foreign communications and cooperation. While maintaining cooperation exchanges with agencies of France, Hong Kong and Taiwan, it explores new partners in Singapore and the United Kingdom for scientific and technological communications and trade.
22 6. It pays high attention of self-construction to promote its capacity of market operation. The top executives took the lead, the Center has successively launched interior training programs for its staff members, so far almost all staff workers have grasped the skills of using computers, and understand foreign languages to various extents, meeting the demands of promoting productive forces.
