222 牡丹江市生产力促进中心是隶属科委的事业单位，1996年组建，现有人员25人，其中高级职称8人，中级职称13人，下设高新技术创业部(高新技术创业服务中心，下辖牡丹江电脑城)、技术开发部、科技协作部、信息部、综合办公室、专利事务所和科宇计算机培训中心。现有固定资产300万元，办公和服务场地3800平方米，各种办公现代化设备齐全，主要经济实体和服务设施有：牡丹江电脑城、营业面积1500平方米；科宇计算机培训中心，教学场地500平方米，终端设备50余台。 222牡丹江市生产力促进中心本着“背靠政府，面向企业．联系社会力量，做好双向服务”的指 导方针，坚持巩固提高、强化功能、自我完善、自我发展的原则，在国家、省和市科委的领导和支持下，积极开展工作，在推动中小企业科技进步，增强企业技术创新能力方面取得了显著成效： 222截止目前，提供或孵化铝钙塑装饰板、固体金属粉末涂料、介质热管锅炉成套供热系统、纤维素酶在制酒行业中应用等30余个项目。 为企业和社会提供咨询服务3000多人次。重点扶持企业26户．与全国100多所大专院校科研单位建立较为密切的协作关系、长期聘请国内各领域的37名著名专家、学者为牡丹江市科技顾问，参与科研开发项目9项，与湖北大学合作实施柞蚕蛹综合利用项目，目前开发出水解蛹蛋白粉、蚕蛹油、甲壳素、壳聚糖、丝素蛋白粉、蛹汁粉等8种产品。 222以专利代理为主导，推动全市专利工作协调发展。到2000年底共代理专利500余项 每年10％的速度递增，同时配合市科委积极开展查处专利侵权案件、调解专利纠纷工作所有人的合法权益得到有效保护。 建成牡丹江电脑城，是目前全市最大的科、 商、贸中心，是中心服务于经济的对外窗口和 技术基地，是牡丹江市软件产业发展的支撑点．年营业额450万元左右。 222成立科宇计算机培训学校，列为牡丹江市CAD培训基地，是全市机关、企事业单位普及提高计算机技术培训中心，每年培训1000人以上。 地址：黑龙江省牡丹江市七星街103号 邮编：157000 电话：0086-453-6236121 传真：0086-453-6261281 电子信箱：mdjscl@163.com 网址：www.mdjscl.126.com
	22 Established in 1996, Mudanjiang Municipal Productivity Promotion Center is a government-sponsored institution affiliated to the Municipal Bureau of Science and Technology. To date, it has 25 staff members, including 8 with senior title of technical post and 13 with medium-grade professional titles. It has the following subordinate units: Hi-Tech Business Exploration Dept. (Hi-Tech Business Exploration Service Center, with Mudanjiang Computer Town under it), Technological Development Dept., Scientific and Technological Coordination Dept., Information Dept., General Office, Patent Office, and Keyu Computer Training Center. It has 3 million yuan fixed assets, 3,800 m2 of office buildings and service sites, and complete sets of modern office appliances. Its main economic entities and service facilities include Mudanjiang Computer Town with a floor space of 1,500 m2, and Keyu Computer Training Center, with 500m2 of classrooms and 50 sets of terminal computers. 22 22 The center bears the guiding principle of 評niting social powers to serve enterprises and the society alike, with full support from the government and with enterprises as the orientation,?and adheres to the principle of consolidating to make improvement, intensifying performances, improving itself, and making progress. Under the guidance and support of leaders of national, provincial and municipal science and technology administrations, the center exerts all efforts and achieves remarkable results in promoting technological progress of SMEs and intensifying technological innovation capacity of enterprises. 22 To date, it has provided or assisted over 30 projects in the aspects of producing compound decorative boards of aluminum, calcium and plastic; solid metal powder coatings; complete sets of heat supply system with medium heat pipe boilers; and application of cellulase in brewing industry. It has offered over 3,000 persons from enterprises and the society advisory services, paid priority to supporting 26 enterprises, established close cooperative relations with over 100 colleges, universities and research institutions, employed 37 most famous experts in various sectors in the country as technological advisors of the city, participated in developing 9 technological projects. In addition, it has cooperated with Hubei University in implementing the project of tussah chrysalis comprehensive application. So far, it has developed 8 products of hydrolyzed chrysalis albumen powder, tussah chrysalis fat, crust element, chitosan, silk element albumen powder, and chrysalis juice powder. 22 Besides, it has accelerated the development of patent work in the city, with patent procuration as the dominant business. By the end of 2000, it has altogether handled over 500 intermediate services, keeping a 10 % annual increase rate. And it cooperates with the municipal Bureau of Science and Technology in actively investigating and punishing patent violation cases, mediating patent disputes, and effectively protecting the legitimate rights of patent owners. 22 It has built up the Mudanjiang Computer Town, the largest scientific, commercial and trade center in the city. It functions as a window and technological base to serve the local economy, and a backbone for the development of software industry in the city. It has an annual business volume of about 4.5 million yuan. 22 And it has set up Keyu Computer Training School, which is now listed as CAD training base of Mudanjiang City and a training center for popularizing and improving computer technologies in governmental organs, enterprises and institutions in the city.
