22Under the approval of the
MOST, Ningbo Municipal Productivity Promotion Center (NBPC) was
first established in 1996 and reshuffled in May, 1999. It bears
the mission of serving SMEs, promoting their technological innovation
capacity, and accelerating the development of social productive
forces. And this is realized in the mode of setting up alliances
on the basis of mutual trust, mutual benefit, equality, coordination,
respecting each other's operational mechanism for mutual development.
With joint efforts of all staff members, the center has built itself
into a completely new PPC full of vigor and vitality that represents
the wills of government and operates in line with rules of the market.
22The center now has the
capacities of providing the following varieties of services: enterprise
incubation, management consultation, rapid prototype manufacture
(RPM), industrial designing, international cooperation, enterprise
information oriented construction, network technology application,
project declaration, technological intermediate services, instruction
to have enterprises listed, and personnel training. So far, it has
11 departments, with 53 staff members, including 40 receiving college
education or above. It has office buildings with 3,700 m2 floor
space, and nearly 5,000 m2 of enterprise incubation base. It has
set up productivity promotion working stations at 20 key townships
in the city, forming subsequently a working network covering the
whole range of the city.
22In January 2001, the center
was appraised as a State-level Model PPC, and in February 2001,
it was awarded as a Model Service Center in Zhejiang Province for
scientific and technological innovation.
22The center adheres to the principles of giving top priority to the
interests of men, taking creation as the soul, basing itself upon
service, and winning the market with quality services. It endeavors
to try its utmost to invigorate the cause of productivity promotion
in the country. Demands of enterprises are the orientation of our
efforts.
2◆ The center has incubated
and cultivated 20 enterprises in the incubation base, among which
12 enterprises have pushed their products into the world market.

2◆ It assisted enterprises applying for state innovation funds for
technological oriented SMEs, with 29 projects officially established,
totaling 21.9 million yuan of state innovation funds support. (To

2◆ Promoting general technologies: RPM Dept. and Industrial Designing
Dept. had provided development and production services on 400 products
in nearly 240 enterprises in the country. (To the end of July 2001)
2◆ Providing 2,600 pieces of information of technological achievements.

2◆ Holding over 40 training programs on enterprise management and
e-commerce, benefiting 2,500 persons in total. The center also cooperated
with Wuhan University of Sciences in sponsoring MBA advanced training

2◆ Arranging about one hundred top executives of enterprises to pay
inspection and business invitation tours to Europe, United States,
Taiwan, and Hong Kong. (To the end of July , 2001)
2◆ Assisting 60 enterprises to apply for identity of Hi-Tech enterprises,
with 32 confirmed by the government, which are now enjoying governmental
policy supports. (2001)
2◆ Providing governmental organs with statistical analysis reports
on Hi-Tech industries, for references while making decisions. (2001)
It is calculated that it has served over 1,000 enterprises. (2000.1
