 222内蒙古生产力促进中心成立于1996年，是隶属于自治区科技厅的事业单位，1999年成为“国家级示范中心”。作为国家创新体系的重要组成部分，充分发挥政府、企业、大专院校、科研院所、开发区、风险投资机构之间的桥梁与纽带作用，坚持特色产业化服务，构筑了生产力要素市场和资本市场两大服务体系。 222其中，生产力要素市场包括：培训、工业设计、ISO9000认证咨询、评估、网络、科技对外交流；资本市场包括科技风险基金、中小企业创新基金、北京—内蒙古科技合作基金和技术产权交易。 222六年来，中心在生存中得到快速发展，受到了政府的信任和支持，连续三年被评为自治区科技厅先进集体。目前，中心拥有员工55名，办公场地1065m2，肉羊基地草场面积达2.6万亩，资产总额580万元，可支配资金总额14760万元，形成了较为强大的服务手段和实力。  1、为中小企业构筑多元化投融资平台 ①1998年底至2000年，先后接受政府委托，负责管理和运作“自治区科技风险基金”、“中小企业创新基金”、“北京——内蒙古科技合作基金”，总额共计5900万元，并起草了《关于加快建立内蒙古科技风险投资机制的意见》，自治区政府已批转实施。 ②2000年10月，中心吸纳民间资本9000万元，投资成立内蒙古最大的创业投资公司“内蒙古科技创业投资有限公司”。 ③2000年，中心与环渤海五省四市科技系统的风险投资机构联合成立“环渤海创业投资管理有限公司”，实现了自治区企业跨地区引进技术、人才和信息。 ④2001年8月，作为内蒙古与上海政府间合作项目之一，成立“内蒙古上海技术产权交易中心”，开创自治区技术产权交易事业。 ⑤1998年至2001年，投资项目52项，投资总额6940万元，实现产值13.2亿元，实现利税4.18亿元。 2、立足区情，坚持围绕农牧业及中蒙药产业化开展特色服务，首创“政府、市场、协会、基地、网络”五位一体的服务体系，形成了特色产业链，成功的培育了自治区牧业、奶业、蒙药的科技型龙头企业。  地址：内蒙古呼和浩特市新城西街141号科技大厦 邮编：010010 电话：0086-471-6282112 6282096 传真：471-6282096 6282149 电子邮件：imcpu@imcpu.net 网址：http://www.nmpnet.com |

  22 Established in 1996, Inner Mongolia Productivity Promotion Center is a government-sponsored institution subordinated to the Regional Administration of Science and Technology(RAST). In 1999, it was listed as a State-level Model PPC. As an important component of the national innovation system, it functions as a bridge connecting governmental organs, enterprises, colleges and universities, research institutions, development zones, and venture investors. It adheres to providing characteristic industrialized services, and so far has built up two main service systems of productivity essential elements market and capital market. 22 Of this, the productivity essentials market covers the fields of personnel training, industrial design, ISO9000 authentication consultation, assets assessment network, and scientific and technological communications with foreign counterparts. And the capital market includes the fields of venture funds for scientific and technological projects, SME innovation funds, Beijing-Inner Mongolia Scientific and Technological Cooperation Funds, and technological intellectual rights transaction. 22 In the past six years, the center has developed fast, and won trust and support from the government, and appraisal from RAST as an advanced unit for three successive years. To date, it has 55 staff members, 1,065 m2 floor space of office buildings, 26,000 mu grassland of mutton sheep base, 5.8 million yuan gross assets, and 147.6 million yuan disposable funds. Now, it has cultivated mighty service measures and strength.
 22I. Establishing for SMEs diversified financing and investment platforms 221. From the end of 1998 to 2000, the center was entrusted by the regional government to manage and operate the above mentioned three funds, totaling 59 million yuan. And it drafted the Opinions on Accelerating the Establishment of Scientific and Technological Venture Investment Mechanism in Inner Mongolia, which has been approved and put into operation in the region. 222. In October 2000, the center absorbed 90 million yuan from the society to establish the biggest investment corporation in the region, i.e., Inner Mongolia Scientific and Technological Business Investment Co. Ltd. 223. In 2000, the center cooperated with venture investment agencies under the scientific and technological sector from the five provinces and four metropolises bordering Bohai Bay to establish the Bohai Regional Investment Management Co., Ltd., which facilitates trans-regional introduction of technologies, talents and information into Inner Mongolia 224. In August 2001, the center participated to establish the Inner Mongolia-Shanghai Technological Intellectual Rights Transaction Center, one of the governmental cooperation projects between the region and the city, marking the beginning of technological intellectual rights transaction in Inner Mongolia. 225. From 1998 to 2001, the center has made 52 investment projects, with a total investment of 69.4 million yuan, creating productive values of 1.32 billion yuan and paying taxes of 418 million yuan. 22II. Basing on the actual conditions of Inner Mongolia with an aim to serve agricultural and husbandry sectors and industrialize traditional Chinese and Mongolian medicines, the center provides all kinds of characteristic services, and establishes for the first time an integrated service system that combines the government, markets, associations, production bases and networks. Now it has built up a characteristic industrial chain, and successfully cultivated some leading technological enterprises in the animal husbandry, milk and Mongolian medicine sectors. 221. The center undertakes subject researches of the regional government's project of ?Inner Mongolia green industry -- Industrialization of beef and mutton deep processing? And it also implements three of the industrialization projects of the ?Comprehensive Development and Increment Transformation Research of Mutton and Beef Industry in Inner Mongolia Autonomous Region? one of the key Hi-tech industrialization projects of the Tenth Five Year Plan of Inner Mongolia. 222. It established the Inner Mongolia Mutton Sheep Production Center, the largest breeding sheep center of German and American origins in the country, with technological achievements spread to over 40 prefectures in and out of the regions. In 2000, the center won the first prize for scientific and technological progress in the region, and in 2001, it continued to undertake the key project of national natural science funds of the Tenth Five Year Plan and the breed engineering project of the autonomous region. 223. It set up the professional websites of www.chinasheep.com and www.china-cattle.com. The former one covers eight provinces in the country, with business transaction volumes hitting over one million yuan. III. In 2000, the center set up the ?Inner Mongolia Bolian Intellectual Service Co. Ltd.? the first of its kind in the region, which consists of 12 talents with doctoral degree and 42 other experts from various industries in and out of the country. 22IV. In 2001, the center cooperated with Inner Mongolia Daily to sponsor the Forum on Venture Investment, delivering 11 thesis. Besides, it published nine other thesis in professional and theoretical journals, indicating substantial progress of the center in theoretical and practical endeavors. 22V. The center intensifies systematic construction of PPCs in the region. In 1998, it completed the soft subject of Technological Innovation Service System Construction of Inner Mongolia. And so far, Inner Mongolia has set up 13 PPCs.
