 www 宁夏生产力促进中心成立于1998年，隶属宁夏回族自治区科技厅， 是经科技部与自治区政府批准成立的非营利性技术中介服务机构。是国 家级示范生产力促进中心、国家级星火培训基地。目前现有职工38人， 其中专业技术人员30名：另外还有一支具备各类资质的兼职高级人才 队伍． www 目前宁夏生产力促进中心下辖技术交易中心、中小企业服务中心和 科技培训中心三个分中心及宁夏软科学研究所、宁夏科创评估事务所和 宁夏星火科技开发有限公司等经济实体。另外还参股了多家公司。 www 中心成立三年来，秉承“背靠政府，面向企业”的宗旨．一方面， 通过承担政府的部分职能延伸工作，如中小企业创新基金和农业推广基 金申报：星火、火炬项目申报；承办北京国际周、深圳高交会和APEC 技术展示会等会展活动；建设为中小企业服务网络平台(PPNET)；技术 合同认定登记：承担全区火炬计划、民营企业、生产力中心统计工作等， 为宁夏中小企业拓宽融资渠道，帮助企业进入国际国内市场。另一方 面，根据企业的具体情况，开展共性技术推广、项目可行性研究、技术 诊断、各类技术培训及“四技”活动等服务，着力于提高企业技术创新 和市场竞争能力。
 ww 1． 设立北京航空航天大学银川函授站，目前在校学生1 20人。 (2000年) ww 2．成立宁夏技术交易中心．为宁夏的技术交易提供现代化的交易 平台和交易场所。(2001年) ww 3．成立上海高新技术成果转化中心宁夏分中心和上海技术产权交 易所宁夏交易信息部。加强了东西部合作，为高起点地开展技术交易活 动打下了基础。(2001年) ww 4． 以国家级星火培训基地为依托，建立了银川、银北、银南、固 原培训基地，形成辐射全区的培训网络。(1 999-2001) ww 5．培育企业18家：为68家企业申报了国家资助项目．共为企业 引资3000多万人民币和800多万美元；累计认定、登记技术合同900多 份．合同金额近1亿元。培训各类人员2500多人。(1 999-2001)
  www Established under the approval of the MOST and Ningxia Autonomous Regional Government in 1998, Ningxia Productivity Promotion Center is an intermediate service institution under the Regional Department of Science and Technology that does not take profit earnings as the orientation. As a State- level Model PPC and a state level training base for the Sparkle Program, the center Holding eastern and wes has 38 staff members, including 30 professional technicians. And it has a team of senior part-time professionals in various fields. www At present, the center has three sub-centers, namely, Technology Transaction Center, SMEs Service Center, and Scientific and Technological Training Center. And it has a number of economic entities, including Ningxia Soft Science Research Institution, Ningxia Scientific Innovation Evaluation Business Office, and Ningxia Sparkle Scientific and Technological Development Co. Ltd. And it has property shares in many other companies. www In the past three years since its establishment, the center bears the principle of winning full support from the government and serving the interests of enterprises. On the one hand, it expands its performances by undertaking parts of governmental works. And these include applying for innovation funds designated to SMEs and applying for agricultural promotion funds; applying for the Sparkle and Torch Programs; undertaking exhibitions on Beijing International Week, Shenzhen High Tech Trade Fair,and APEC Technological Exhibitions;constructing network platform(PPNET) to serve SMEs; authenticating and registering technological contracts; undertaking statistics calculation work for the Torch Program, non-governmental enterprises,and PPCs in the region,which help SMEs in the region expand financing channels and entering the home and international markets,On the other hand,according to the actual conditions of enterprises,the center launches a series of services.including promotion of general technologies,project feasibility studies,technological diagnosis,various technological training programs and "four technique"activities,with an aim to promoting enterprises capacity of technological innovation and market competition.  ww 1. The center sets up the correspondence teaching station in Yingchuan city for Beijing Aviation and Aerospace University,with 120 enrolled students in 2000. ww 2. It established NingXia Technology Trade Center,Providing a modern platform and site for technological transactions in the region (2001) ww 3. It built up the Ningxia sub-center of Shanghai Hi-Tech Results Transformation Center and Ningxia trade information department under Shanghai Technological Property Exchange.This helped to intensify cooperation between the eastern and western parts of the country,laying a solid foundation for technological transaction activities at a high basis(2001) ww 4. With support from the state level Sparkle Program training base,the center set up training bases in Yinchuan,North Yinchuan,South Yinchuan,and Guyuan,forming a training network covering the whole region(1999-2001) ww 5. It cultivated 18 enterprises,assisted 68 enterprises to apply for state subsidy projects,introduced a combined investment of over 30 million yuan and USS8 million for enterprises.It also authenticated and registered over 900 technological contracts to reach 100 million yuan,And it trained 2,500 personnels in all fields(1999-2001)
