Brief Introduction Subordinated to the Quanzhou Municipal Bureau of Science and Technology, Quanzhou Municipal Productivity Promotion Center was established in April 1997, under the approval of the Quanzhou Municipal Government. In the past four years, the center has displayed great initiative in implementing the "technological innovation project". So far, it has basically formed the capacity of providing the following characteristic services: professional exhibition, expert consultation and diagnosis, project evaluation and authentication, ISO9000 serial .consultation and training, technological training, and Hi-Tech project incubation. It has established a number of affiliated units, including Quanzhou Municipal Hi-Tech Enterprise Incubation Base, Quanzhou Municipal Modern Manufacture and Processing Center, Science and Technology Training Center, Ceramics Inspection and Experimental Analysis Center, and Investment Management Consultation Advisory Company. With nearly 60 staff members and a floor space of 26,000 m2 in the incubation base, (of which, 10,000 m2 are under construction,) the center is a comprehensive scientific and technological intermediate service institution providing all round services to enterprises. Fujian Provincial Department of Science and Technology and the MOST respectively listed it as a "provincial key PPC" and a "State-level Model PPC."

The center is based on serving the ceramic architectural material industry of Quanzhou City. To date, it has undertaken to sponsor three sessions of national ceramic architectural material industry exhibitions. By making in-depth researches into the ceramic architectural material enterprises and solving difficulties for these enterprises in the city, the center has vigorously promoted the healthy development of the ceramic architectural material industry in the city. 2. The center has set up the Quanzhou Expert Advisory Body for Technological Innovation. It cooperates with 24 colleges, universities and scientific and technological research institutions in the country to provide SMEs with services of scientific and technological achievements, patent technologies, project transformation, and cooperation consultation. So far it has sponsored over 20 symposiums of the Quanzhou technological innovation expert advisory body and large-scale academic communion conferences in the city. And it has delivered to the municipal government over 20 research reports, contributing to the establishment of industrial policies by the municipal government. 3. It has set up the Quanzhou Municipal Modern Manufacture and Processing Center, providing enterprises with services of technological consultation, training and manufacture and processing. 4. It has held up to 200 terms of training programs and lectures, benefiting over 1,500 enterprises and institutions and training nearly 8,000 people in the fields of ISO9000 series quality authentication system, digital control technology, ceramic production process, enterprise management and operation, and new garment specifications. 5. It adopts vigorous measures to incubate Hi-Tech enterprises, resulting in the birth of a total of 38 enterprises. In 2000, it helped create 1,500 work opportunities, with a gross sales volume of 456 million yuan and paid 68.4 million taxes.
