 222四川省生产力促进中心于1999年经科技部和四川省人民政府批准成立、直属四川省科学技术厅领导的科技服务机构，是国家和区域技术创新体系的重点组成部分，是政府推动企业科技进步的重要助手，是连接科技界与企业界的桥梁，是中小企业健康发展的智囊团和技术后盾，是培育人才的基地。2001年被科技部确定为“国家级示范生产力促进中心”。中心组织机构有：培训部、信息部、网络部、技术推广部、对外合作部、质量认证咨询部、技术产权交易部、技术经纪人事务所等8个部门。 主要业绩  22 两年来，在科技部和四川省科技厅的领导、关心支持下，中心主要进行了服务平台、服务职能的业务建设，开展了以下工作： ◆ 接受四川省科技厅委托，具体实施了1999-2001年20个重大科技项目的招投标工作，促进了科技项目公开、公平、公正的市场运作。 ◆ 开展了为四川省600多家高新技术企业认定及复审的前期服务工作。 ◆ 开展中小型企业申请国家创新基金、高新技术产业与资本市场及创业板市场上市等多种形式的培训和研讨工作，培训人员达2000余人次，服务企业530余家。 ◆ 开展创新基金申报服务、培训及报告编制辅导等工作。中心直接为30余家企业申报科技型中小企业技术创新基金服务并获得国家创新基金支持，共计人民币1600万元。 ◆ 积极搭建技术与资本对接平台，整合社会资源，参股建立了成都技术产权交易所，控股组建了四川创业技术经纪人事务有限公司。2000年－2001年共促成５个项目的技术转让合作协议；经济效益达500万元。组织大专院校、科研机构和企业与浙江台州市路桥区政府68个项目进行了对口洽谈，促进双方的经济发展；组织企业赴港参加在港举办的“科技世界2000博览会”及“澳门欧洲尤里卡计划项目技术经济交流合作活动”，在香港博览会上川内企业与国外21家知名企业进行接触洽谈，达成18个项目的合作意向协议，成功地为４家企业完成资产重组。 ◆ 积极参与为国家在绵阳建立科技城提出科技中介体系建设方案。为绵阳的发展提供了可靠的科学依据，促进绵阳的经济发展。。 ◆ 建立了生产力信息网，为多家地市州中心建立二级生产力信息网。同时建立“三库一网”即“科技项目库”、“老年人科技人才专业库”、“PPNET库”和“生产力信息网”，实现了信息服务网络化。录入信息达1万余条。发展网员单位130余家。 ◆ 2001年组织落实了四川省生产力促进中心建设重点省行动任务，全省市级中心已建19个，县级中心达110个。圆满完成了全省各级生产力促进中心的统计汇总及火炬计划统计汇总上报工作。受到了科技部计划司的表彰。 ◆ 控股组建成都埃索久千咨询服务公司，为中小企业开展质量认证咨询服务，已为70余家企业进行了咨询，已通过认证50余家。为企业培训内审员500余人次。

  22 Established in 1999 under the approval of the MOST and Sichuan Provincial Government, Sichuan Provincial Productivity Promotion Center is a scientific and technological service institution directly under Sichuan Provincial Department of Science and Technology (SCDST). It is an important component of the national and regional technological innovation system, and a major aid of the government promoting scientific and technological progress in enterprises. It functions as a bridge connecting the scientific and technological circles with the enterprises. It is also a think tank and technological supporter for the healthy development of SMEs, and a personnel training base. In 2001, it was apprised by the MOST as a "State-level Model PPC". At present, the center has eight subordinate units, including the Training Dept., Information Dept., Network Dept., Technological Promotion Dept., Foreign Cooperation Dept., Quality Authentication Consultation Dept., Technological Property Rights Exchange Dept., and Technological Intermediate Office.

The center was active in building up platform connecting technologies and capital funds, integrating social resources, participating as an investor in establishing Chengdu Technological Property Rights Exchange, and establishing in proprietary Sichuan Business Establishment Technological Broker Affairs Co. Ltd. In 2000-2001, it helped to sign up technological transaction cooperation agreements for five projects, with total economic benefits of five million yuan. It also organized a group of colleges and universities, scientific and technological institutions, and enterprises to have negotiations on 68 projects with Luqiao District Government under Taizhou City, Zhejiang Province, which accelerated mutual economic development for both parties. It organized enterprises to participate in Hong Kong in the 2000 Exposition of Scientific and Technological World, and the Macao-European Eureka Program Technological and Economic Communications and Cooperation Activities. In the exposition, enterprises from Sichuan negotiated with 21 famous foreign enterprises to reach intentional cooperation on 18 projects, and succeeded in completing capital restructuring of four enterprises. 2 6. The center was active in raising programs for the construction of scientific and technological intermediate service system to cope with the plan of the state to build up a science and technology town in Mianyang City. It offered reliable scientific basis for the development of Mianyang, accelerating economic development of the city. 2 7. It set up productivity information network, and built up secondary productivity information networks for a number of prefectures and cities in the province. In the meantime, it established the scientific and technological database, senior scientific and technological talents database, PPNET database, and Productivity Information Network, realizing network service of information. It has so far recorded over 10,000 items of information, and developed 130 member enterprises. 2 8. In 2001, it organized and implemented the task of building Sichuan into a major province in the country in terms of PPCs. So far, it has set up 19 PPCs at the prefecture level and 110 PPCs at the county level. It satisfactorily finished the task of compiling statistics of various levels of productivity centers in the province, and reporting to the central government compiled statistics on the Torch Program, winning high appraisal from the Planning Department of the MOST. 2 9. It established Chengdu ISO9000 Advisory Service Co. Ltd. as the proprietary owner, which provides small and medium sized enterprises with quality authentication consultative services. So far, it has offered advisory services to over 70 enterprises, with 50 passing through quality authentication. And it also trained over 500 examination staff members for enterprises in the province. 22
