 www 山东省石油化工生产力促进中心成立于1996年5月，由中国石油化工股份公司齐鲁分公司研究院承办， 是国内第一家国有特大型企业创建的生产力促进中心，2000年1月被科技部认定为国家级示范生产力促进中心。“中心”充分发挥国有特大型企业技术、人才、信息、资金、装备等优势，面向全省乃至全国石油化工中小企业，开展技术开发、咨询、诊断、等项服务，以协助企业应用新技术、新工艺、新产品、优化产品结构，提高企业创新能力和市场竞争力为工作重点，在共性技术辐射与推广；建立新技术、新产品应用示范点；组织松散型“快速反应部队”，及时为企业提供全方位服务；利用依托单位优势，进行技术开发；采集、分析、归纳、判断，为企业提供高质量的信息等方面，形成了自己的服务特色。  ww
  wwwEstablished in May 1996, Shandong Petrochemical Productivity Promotion Center (SPPC) is the first PPC established by a super-large SOE in the country, i.e., Research Institute of SINOPEC, Qilu Branch. In January 2000, it was listed by MOST as a State-level Model PPC. The center takes full advantages of super large SOE in the aspects of technology, talents, information, capital and equipment to serve petrochemical SMEs in the province and the country, including technological development, consultation, and diagnosis. Its major tasks are to assist enterprises to apply new technologies, new process, new products and optimize product structures, in a bid to improve enterprise innovation and market competition capabilities. In addition, it has formed characteristic services in the fields of popularizing and promoting general technologies, establishing new technology and new product application model sites, organizing loosely bounded "fast reaction teams" to provide prompt and comprehensive services to enterprises, launching technological development on the basis of its own advantages, and collecting, analyzing, concluding and raising final quality information services to enterprises.  www1.The center pays top priority to popularizing the new process of small nitrogenous fertilizer transformation technology and promoting energy-saving shift catalysts. It publishes the magazine of Chemical Fertilizer Information, which is issued to over 800 small nitrogenous plants in the country. It sponsored three nationwide technology promotion activities, with one in Jinan in 1998, one in Taiyuan in 1999, and one in Nanjing in 2000. And it held two nationwide small nitrogenous fertilizer technology lectures and training courses in June and September, 2001 in Zibo, Shandong. So far, the technology has been introduced to 110 plants in over 20 provinces and municipalities in the country, including Shandong, Henan, Hebei, Anhui, Shanxi and Jiangsu, with combined direct economic benefits worth 100 million yuan. www2.During 1999-2000 period, the center organized technological personnel to accomplish a large technological transformation project for Jiangsu Lingguang Petrochemical Plant, and three technologies have been transferred, which greatly improved the overall competitive edge of the enterprise. www3.During 1998-1999 period, the center introduced two sets of equipment of 2-methyl furan and levulinic acid, after survey and reasoning, for Linzi Organic Chemical Co., Ltd., creating an annual economic benefit of 10 million yuan. www4. The center applies advanced large scaled instruments and complete analysis and testing methods to provide enterprises with product and test analysis services. To date, it has offered over 400 services to more than 70 enterprises throughout Shandong Province.
