	22 Shanghai Pudong Productivity Promotion Center (SPPC), founded in June 1993 as a non-profit organization. The center aims toboth provide superior and inexpensive professional services for the enterprises and eventually promote the local productivity excellence on the basis of optimally regrouping social resources. 22 The center is a major service institution in Pudong area of Shanghai, which implements the local government's strategy of developing science and technology, to assist enterprises becoming technological innovation major power and accelerate industrialization of high technologies. In 2000, it was listed as a State-level Model PPC. 22 The center has built up four professional service platforms in the fields of capital, science and technology, personnel and intellectual information, in accordance with the four major elements of productivity in the intellect economy age. It has a team of 78 young professionals, averaged at 30.7 years old, with high educational background. Introducing and accelerating scientific and technological resources and investors to come to Pudong and Zhangjiang. It has introduced 150 technological enterprises and technological investors to settle down in these two areas, with combined investments of 2.078 billion yuan. 22 2. It has succeeded in accomplishing 14 projects that unite hi-tech and capitals, fostering a group of high-graded technological enterprises with combined registered capital of 551.8 million yuan. 22 3. Delivering vitality for enterprise technological innovation. It has assisted enterprises to win 38 projects of state innovation funds, worth 28.2 million yuan in total. 22 4. Operating the "Angel Fund" as entrusted by the government to support business establishment. It has supported 59 persons to establish businesses, with combined incubation investment of 9.01 million yuan. By the end of 2000, it had succeeded in incubating eight projects, drawing direct investment from the society worth 45 million yuan. 22 5. Creating technological transfer environment to promote informatization standards. It has developed the "technological transaction information system" and "hi-tech online" system, drawn over 100 enterprises as technological market members, and over 50 enterprises as technological suppliers. 22 6. Improving intellectual property rights service system to encourage and protect independent intellectual properties. It sponsors or assists to hold the International Symposium on Intellectual Property Rights Protection and Enterprise Development and the EU-China License Trade Symposium. It also produces VCD educational films of Foreign Experts on Intellectual Property Rights Protection as pamphlets of general introduction of enterprise intellectual property rights. 22 7. Providing decision-making supports and investigative services to Pudong New Area government and enterprises. It has accomplished over 50 research subjects, and compiled and published the series of Venture Investment in the New Century. 22 8. Improving the standards of service informatization and assisting Pudong New Area Government and enterprises in informatization construction. It has constructed a number of service networks, including the Oriental Enterprise Online, Oriental Industrial Analysis, Online Talent Market, Hi-Tech Online, which provide over 1,000 enterprises convenient online advisory services. 22 9. Gathering talents for Pudong and improving educational levels of labor forces. It has sponsored training courses, which benefit 420 senior executives, 800 middle-ranking administrative personnel and accounting staff members of enterprises. It also arranges professional training courses for 5,000 persons each year. 22 10. Accelerating Pudong technological innovation and international exchanges. It contributes the idea of locating the World Enterprise Incubation and Technological Innovation Congress in Pudong.
