www 西安高新生产力促进中心成立于1 998年12月，是全国高新区首家
生产力促进中心。2001年4月被科技部批准为国家级示范生产力促进中心 。
www 中心以高新区产业发展思路为指导，紧紧围绕企业发展中存在的需 求，在培训、市场开拓、办理企业注册登记等方面，利用中心的智力和
社会的资源，开展针对性和专业化服务，提升企业的管理水平和市场竞 争力．使中心成为高新区产业发展的助手。
www 中心实行全员合同制，竞争上岗，按照德、勤、能、绩进行考核． 与奖惩挂钩。中心现有员工20名，全部具有大学本科以上学历，其中
研究生及高级职称人员占到50％。
www 两年多来中心先后成立了科技交易中心、奥索企业管理顾问中心、 法律服务中心、企业注册服务中心、房地产事务所。另外还与多家咨
询、会计、法律、评估、培训机构建立了合作关系，初步形成了高新区 的中介服务市场。 |

ww 西安高新奥索企业管理顾问中心，已为100多家企业进行了质量管 理和环境管理咨询，已通过认证的企业50多家，并培养了自己的专职
咨询师和审核员队伍。 两年来中心组织有关专家通过调研、收集、整理、筛选、分类，建 立了多媒体项目查询系统，入库项目达到516项。先后举办了四期技术
贸易政策培训班，办理技术贸易资格证491户，认定技术合同715份， 合同额六亿多元。 2001年新开展创新基金的申报代理工作，目前已与七家企业签定代
理协议，已向科技部申报两家，一家已获得了科技部批准。 中心有3名专职律师，两年来为企业进行法律培训30多次，累计 担任企业常年法律顾问38家，帮助企业处理经济纠纷80多起，代理诉
讼案件30余起。研究制定了《西安高新区企业商业秘密保护指导意见》， 开展了《高新区知识产权保护问卷调查》。 针对中小民营企业发展过程中的一些共性问题，两年来累计开展各
类培训80余次，受培训人员超过14000人次。其中，领导力培训已成为 现代企业家成长的捷径。 2001年2月成立了注册服务中心，目前已解答了487人次的企业登
记咨询、办理了288户名称核准、181户完成了设立登记。

www Established in December 1998, Xi'an
High-Tech Productivity Promotion Center is a first PPC in hi-tech
development areas in the country. In April 2001, it was approved
by MOST as a State-level Model PPC.
www The center adheres to the principle
of stimulating the industrial development of the hi-tech area. It
applies its own talent advantages and rich social resources to provide
targeted and professional services in line with the demands of enterprises
in the course of expansion, particularly in terms of personnel training,
market exploration, and enterprise registration services. It aims
to improve enterprises' management standards and competitive edges
in the market, and to develop itself into a trustworthy helper hand
in the hi-tech area.
www At present, the center implements
the entire personnel labor contract system, featuring post competition,
personnel assessment against the standards of morality, diligence,
capability and achievements, and fair rewards and punishment. It
now has 20 staff members, all with university education, including
50 percent with master degrees or senior professional titles.
www In the past two years, the center
has set up a number of operational units, including the Scientific
and Technological Trade Center, Aosuo Enterprise Management Advisory
Service Center, Legal Service Center, Enterprise Registration Service
Center, and Real Estate Office. In addition, it has established
cooperative relations with multiple institutions in the fields of
consultation, accounting, legal service, evaluation and personnel
training services. With all these efforts, the intermediary service
market has taken shape in the hi-tech area.
ww To date,Xian Aosuo Hi-Tech Enterprise
Management Advisory Service Center has provided over 100 enterprises
with quality management and environmental management consultation
services.of which 50 enterprises have passed through authentication
procedures.and it has also cultivated its own professional consultants
and assessors.
ww In the past two years,the center
has organized a group of experts,through investigation. collection,recondition,
assessment and classification,to establish the multi-media project
consultation system,with 516 projects admitted into the database,It
has so for sponsored four terms of technological trade policy training
courses,issued 491 technological trade qualification certificates,and
authenticated 715 technological contracts,with acombined contract
value of more than 600 million yuan.
ww In 2001 the center initiated anew
business of providing intermediate service of applying for state
innovation funds.So far,it has signed up contracts with 7 enterprises
for the business. in which applications for 2 projects have been
delivered to MOST and one has been approved. |

The center now has 3 full-time lawyers,who have held over 30 legal
training courses for enterprises in the past two years.Besides,they
have acted as permanent legal advisors for a total of 38 enterprises,assisted
enterprises to settle over 80 economic disputes,and engaged in over
30 lawsuits as agents.The center has studied and established Opinions
on Protecting Enterprise Business Secrets in Xian Hi-Tech Area,and
launched a questionnaire program on intellectual property rights
protection in the hi-tech area.
wwTo settle the problems generally
met by non-state owed SMEs in the course of development,the center
has held a total of 80 training courses in various fields in the
past two years. benefiting over 14,000 personnel,Of this,leadership
training has been widely accepted as a shortcut for the maturity
of modern entrepreneurs. In February 2001,the center established
the registration service center,To date,the center has answered
487 enterprise registration consultation cases,handled 288 enterprise
title assessment cases,and issued 181 official enterprise registration
certificates. |
