 www1997年4月经江苏省科技厅（原江苏省科委）和盐城市编委批准，在原盐城市工业技术开发中心和盐城市农业技术开发中心的基础上，组建盐城市生产力促进中心（以下简称中心）。中心性质为全额财政拨款事业单位，15个编制，其中高级职称5人，中级职称8人，初级职称2人。中心现有资产475万元。办公用房240平方米，科技服务用房1500平方米，营业用房180平方米。中心正在建立闲置设备调剂网站（无形市场）和扩大闲置设备调剂有形市场基地。 www中心的宗旨是：背靠政府，面向市场，服务企业，繁荣经济。发挥网络优势，为企业提供全方位服务，推动我市企业科技进步。 www中心的口号是：企业的需求就是我们的工作任务。 www中心下设：闲置设备调剂服务中心，闲置设备调剂网站，技术开发与培训部，技术推广与信息咨询部，盐城市环保工程技术研究所，盐城植物生化研究所。 www中心特色业务：闲置设备调剂有形市场服务和无形市场服务。 www中心常规业务：为企业提供技术咨询和中介服务，技术开发与培训服务，引进人才和国际技术合作服务，ISO9000认证咨询服务，CAD技术应用服务，申报创新基金服务，申报星火和火炬计划项目服务，技术经纪人培训与发证，承担政府的委托任务。 www盐城市生产力促进中心是国家级示范生产力促进中心、省级优秀中心、市级科技进步先进集体。  www盐城市生产力促进中心成立四年来，充分发挥中心的服务功能，为企业提供全方位服务，推进企业科技进步，取得了很大成绩。国
  ww Yancheng Municipal Productivity Promotion Center is a government-sponsored institution officially established in April 1997 under the approval of Jiangsu Provincial Department of Science and Technology and Yancheng Municipal Organization Commission. It was reshuffled on the basis of former Yancheng Municipal Industrial Technology Development Center and Yancheng Municipal Agricultural Technology Development Center. So far, it has 15 staff members, including 5 with senior technical titles, eight with medium-grade and 2 with preliminary technical titles. It has fixed assets of 4.75 million yuan, office building with a floor space of 240 m2 scientific and technological service building of 1,500 m2, and business hallof 180 m2. The center is now building a network for dispensing idle equipment (intangible market) and expanding the physical market area for dispensing idle equipment. ww The center bears the tenets of winning full support from the government, facing the market, serving enterprises, and invigorating economy. It plans to appeal to the advantages of networks, so as to provide enterprises with diversified services and accelerate the paces of technological progress of enterprises in the city. ww The center sticks to the philosophy that satisfying the demands of enterprises is the mission of the center. ww The center has a number of subordinate units, which are idle equipment allotment service center, idle equipment allotment network, technological development and training dept., technological promotion and information consultation dept., Yancheng municipal environmental protection engineering technology research institute, and Yancheng plant bio-chemical research institute. ww The center provides the characteristic service of tangible and intangible markets for idle equipment allotment. ww The center is also engaged in the daily businesses of providing enterprises with technological consultation and intermediate services, technological development and training services, talent introduction and international technological cooperation services, ISO9000 authentication advisory services, CAD technology application services, innovation funds application services, Spark and Torch Programs application services, technological intermediate training and certificate authorization services, and other tasks assigned by the government. ww ancheng PPC is a State-level Model PPC, a provincial excellent center and a municipal advanced unit for scientific and technological progress.
ww In the past four years since its establishment, Yancheng PPC have exerted all its efforts to provide diversified services to enterprises in the city for scientific and technological progress, winning remarkable achievements. So far, senior officials from the MOST, Jiangsu Provincial Department of Science and Technology (JSDST) and Yancheng Party Committee and Yancheng Municipal Government have paid numerous inspection tours to the center. In 2000, JSDST organized a site meeting at the center, with delegates from PPCs in the province inspecting the performance of daily business services of the center. In addition, news media has made countless reports on the excellent services the center provides to enterprises, including China Technology Market News, Xinhua Daily, Yanfu Dazhong Daily and Yancheng TV station. In January 2001, the MOST evaluated the center among the second batch of State-level Model PPC. Characteristic services: According to the actual conditions of Yancheng and the advantages of the center, Yancheng PPC assists enterprises to allocate their idle equipment and invigorate the stock assets, while stressing its ordinary businesses. ww Since the end of 1997, the center has helped 650 enterprises in the city buy and sell 3,500 sets of idle equipment, which activated 85 million yuan worth for enterprises with these idle equipment, and saved 50 million yuan for enterprises purchasing these equipment. Under this strategy, the center helps to save alive 15 enterprises from the brink of bankruptcy, create an additional 200 million yuan output value and 1,500 new job opportunities. ww While offering idle equipment allotment services, the center provides enterprises with technological services of process design, facility installation, equipment remodeling and dismantling, to avoid new rounds of idle equipment emergence. ww Over all these years, both parties of the scheme have won actual benefits from the process, and hence showed greater interest in it. Now many enterprises would first choose to buy idle equipment in the course of launching new projects or technological innovation, making idle equipment hot items in the market. So far, the physical market of idle equipment allotment of the center has a considerable business scale, and the intangible market of idle equipment allotment network is under busy construction. ww The center has won great confirmation and support from the MOST and JSDST in the course of operating the business of idle equipment allotment. The center prepares to make even greater efforts to build it into a name brand business and expand the market all over the province.
